This PR adds a CONTRIBUTING.md file to the repository root. The file documents the complete contribution workflow including: fork and clone setup, backend development environment (Java 17, Maven, Spring Boot, PostgreSQL), frontend setup (Node.js, React, Tailwind CSS), Java and ESLint code style guidelines, Conventional Commits message format, and a PR submission checklist.
