Upstream timecode tests from the internal test: fast/mediarecorder/BlobEvent-basic.html to the WPT test: mediacapture-record/BlobEvent-constructor.html Added tests: - timecode defaults to NaN when not specified - timecode is correctly set from BlobEventInit Bug: 485677942 Change-Id: I9f9267608e45a63cf1ce35e80a5b9478525179f4
